Housing Assistance Information

The following information has been compiled to give all Ryan White eligible, HIV/AIDS clients a current idea of the housing options in Orange County. This was designed as a helpful guide to maximize client knowledge and self-empowerment. Contact Lupe Diaz, Shanti Orange County Case Manager ( lupe.diaz@shantioc.org ), for assistance if you have any further questions or concerns.

Emergency Financial Assistance for Housing *

* For clients who are homeless or imminently homeless.
* Clients must be HIV/AIDS disabled to access this program (disability verifications unrelated to HIV/AIDS status will not be accepted).
* Services may include temporary hotel lodging and/or other temporary financial relief.

Rental Assistance Program (R.A.P.)*

* For clients in need of monthly rental assistance.
* Application process must be completed for review of eligibility.
* Once application is approved, a client is place the waiting list (currently the list has 1+ year wait).

Residential Drug Treatment Programs Referals

* For clients with substance abuse/detox issues.
* These programs are voluntary and client must consent to program before participating.
* Each facility has a different approach to its programs, so a client must contact the facility to research its programs.
* Please remember, your case manager has no control over which facilities are taking clients, so your placement will be determined by availability and proximity to your residence.

Roommate Referral Program*

* For clients looking for residence with a roommate to help with expenses.
* A detailed list of possible HIV/AIDS sensitive roommates is available.
* The list is updated periodically throughout the month, so if more referrals are needed please contact Lupe Diaz, case manager.

Section 8/H.U.D. Housing

* For clients in need of rental assistance.
* For further information online please go to www.oc.ca.gov/housing
* A list of affordable housing options is located on the above webpage for individuals already accessing this housing assistance.

Here is the information on the districts in Orange County:

* County of Orange Housing Authority (714-480-2700): Waiting list closed; not accepting applications (this includes all areas not mentioned below).
* City of Anaheim Housing Authority (714-765-4320): Waiting list open (2+ years wait); accepting applications.
* City of Garden Grove Housing Authority (714-741-5150): Waiting list open (2+ years wait); accepting applications.
* City of Santa Ana Housing Authority (714-667-2200): Waiting list open (2+ years wait); accepting applications.

* Please remember, each housing authority list is separate and if you are on one list that does not mean you are on all of them.
* Also, appointment times for housing authority eligibility consideration are sent by mail and if no response is made by you because of your failure to report an address change, you will be taken off any and all waiting lists.

Shelter + Care Program**

* For clients in need of rental assistance.
* There are only periodic windows for review of applications, so clients who may have completed their applications (but eligibility has not been approved) are required to stay with contracted agencies.
* Laguna Shanti may only receive clients under this program after they have been deemed eligible for services and are no longer in the application process.

Shelters

* For clients who are homeless or imminently homeless.
* Each facility has different policies, so client must contact the facility to find out how to access the housing.
* Please remember, your case manager has no control over which facilities are taking clients, so your placement will be determined by availability.

S.T.A.R. Program*

* For clients in need of rental assistance.
* An application process must be completed to determine eligibility.
* Once eligible, clients will be able to access rental assistance on a quarterly basis (every three months).

Transitional Housing

* For clients who are homeless or imminently homeless.
* Most transitional facilities have specialized programs clients must participate in to reside there.
* Eligibility is determined by each facility and access to these facilities is by referral from a case manager.
* Please remember, availability is different for each facility and is not determined by your case manager (some facilities have waiting lists and some do not).
